Serves the public by conducting responsible administrative work in planning, organizing, overseeing and directing of activities and day-to-day emergency and non-emergency 911 operations of the Fire Department, which includes providing supervision and direction to all employees of the 911 Center.2. To work with all Division Chiefs and the Chief of the Fire Department to form a coordinated, well-developed and comprehensive approach to all Department needs and concerns for the betterment of the community.C. Distinguishing Features:1. Administers, supervises, plans and directs all activities related to911 emergency and non-emergency operations of the Department which provides all telecommunications to Rockford Fire and Police Departments and other Police and Fire agencies utilizing the City system including the five Fire Protection Districts.2. Oversees answering all 911 and non-emergency calls in the City, both wire line and wireless.3. Oversees dispatching fire, police and medical calls for service.4. Ensures that the 911 Division and operations is in compliance with all federal, state and local regulatory requirements.5. Provides essential, annual mandated reports to the Illinois Commerce Commission pertaining to county wide intergovernmental call handling and dispatch agreements. Maintain compliance licenses and certifications. (FCC, EMD)6. Provides monthly wireless statistics7. Oversees MABAS communications for Division 8, which include all areas ...in Northern Illinois.8. Prepares annual operating and equipment budget for the 911 Division.9. Prepares long-term equipment acquisition and replacement plans and budgets.l0. Oversees the hiring and termination processes; including applicant screening, testing, interviews and terminations.11. Acts as the 911 system liaison with all Fire and Police Departments in Winnebago County, Illinois Commerce Commission, Winnebago County Emergency Telephone System Board and with 911 systems throughout the state, all wire line and wireless telephone companies and various vendors.D. Essential Functions (These essential duties are only illustrative.):1. Supervises, plans, organizes, schedules, assigns and evaluates the work of communication Shift Supervisors, Training Supervisor and Technical Services Coordinator in the 911 Center.2. Develops, plans, schedules, training requirements and evaluation criteria for technical and administrative staff assigned to the 911 Division.3. Coordinates the development and updating of emergency and non emergency Standard Operating Procedures as related to all aspects of call handling, including wire line and wireless calls, dispatching based on all priorities and vast variety of nature codes. 4. Investigates internal and external complaints.5. Schedules and coordinates electronic, radio and telecommunication vendor maintenance and warranty contracts and directs continuing maintenance operations.6. Represents both, Rockford Fire's 911 Division and the County 911 system on committees with planners concerning 911 requirements, mandates, legislation and rules governing the 911 system.7. Evaluates personnel for promotions; approves and coordinates assignments, coordinates vacation selection process.8. Coordinates the development and operation of specialized teams.9. Reviews and approves invoices and purchase orders for expenses pertaining to the 911 system including equipment, repairs, maintenance contracts, software, hardware, supplies, training, advertising, travel and contractual needs.10. Participates in public relations activities such as presentations to community groups and other agencies.11. Oversees the development of new operational equipment and techniques.12. Coordinates and schedules radio communications user training.13. Assists with union negotiations; conducts grievance hearings.14. Attends and conducts staff committee, State, 911 Board and User Group meetings.15. Conducts 911 call box testing.16. Attends training workshops, product demonstrations, conferences, technical briefings and conventions; stays abreast of technology changes.17. Prepares operational reports for Fire Chief, 911 Board and IllinoisCommerce Commission.18. Coordinates and directs communication and maintenance of support services for users.19. Maintains reasonable and predictable attendance.20. Attend MABAS and Winnebago County Fire Chiefs monthly meetings.21. Submit annual report for reimbursement to Illinois State Police for ETSB.E. Supervision Received:1. Works under the supervision of the Fire Chief, who reviews work for the effectiveness of services provided, user satisfaction and results achieved.F. Supervision Exercised:1. Exercises supervision over professional staff engaged in carrying out the various functions and requirements of their respective responsibilities.2. Supervisory responsibilities include assigning and evaluating work, investigating and resolving personnel problems, setting performance goals and standards, making hiring and disciplinary decisions, and performing other supervisory functions.G. Working Conditions & Physical Demands:1. Work is generally performed in an office or 911 Center setting which may expose the employee to high noise level periodically and electrical current.2. Work requires frequent physical effort such as sitting, standing, walking and light lifting.3. Work also requires moderate travel throughout the State.H. Success Factors (KSAs):1. Thorough knowledge of radio and telephone equipment specialized for911 systems including trunking, routers, automatic number identification (ANI), automatic location identification (ALI), CAD software, computer hardware, call checks, voice logger, radio consoles with over 13 frequencies, G3406 generator, uninterrupted power supply unit, Halon fire suppression system, water sprinkler system, fire extinguishers, 911 call boxes, boiler and air chiller unit.2. Thorough knowledge of local government emergency communication policies and procedures including criminal justice practices and security operations.3. Thorough knowledge of legislation and rules governing 911 systems.4. Thorough knowledge of specialized testing techniques for electronic communications equipment.5. Knowledge of budgetary and procurement procedures.6. Ability to communicate orally and in writing with consultants, planners and elected Officials.7. Ability to supervise, coordinate and communicate orally and in writing with a professional and technical staff.8. Ability to prepare written reports.9. Skill in the operation and care of a personal computer.I. Education, Training and Experience:1. Associate's Degree in Communications Management or equivalent from an accredited college or university and five years' experience as a Telecommunicator including five (5) years supervisory experience in communications.2. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the required experience.J. Necessary Special Requirements:l. Possession of, or ability to obtain, a valid Illinois driver's license.2. Certification in Law Enforcement Agencies Data Systems (LEADS).3. Certification in Illinois Department Public Health Emergency MedicalDispatch.4. Certification in Cardio Pulmonary Resuscitation (CPR).5. Possess and maintain NIMS certifications.K. Residency Requirement:1. Effective June 1, 2018 all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.2. Classified employees hired after January 1, 1984, may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation.2.
