Job Description:
This position directs the development and implementation of
relevant policy that governs activity across the Public Housing,
RAD, PBRA, and Mixed Income portfolios. The Director works to
ensure that the AdmissionsandContinuedOccupancyPolicy
(ACOP)isdeveloped,approved,andimplementedinaccordance with CHA
strategic goals and plans, HUD regulations, and MTW policies. They
also ensure that RAD program policy is administered as outlined in
Section 18 of the Administrative
Plan.DUTIESANDRESPONSIBILITIESDirectsabroadrangeofpolicyrelatedactivities,includingbutnotlimitedto:
- Oversee the development, approval and implementation of the
Admissions and Continued
OccupancyPolicy(ACOP)inconsultationwiththeChiefPropertyOfficer and
other staff.
- Works directly with team members in the HCV division for
coordinated administration of Chapter 18 of the Administrative
Plan.
- Conduct best practice research, cost benefits analyses,
regulatory research, and draft recommendations about potential
policy changes and improvements in collaboration with key
stakeholders,includingotherCHAstaffinPropertyand Asset
Management,Legal,HCV,AssetManagement,Resident Services, as well as
residents and resident leadership, advocates, and property
managers.

Ensureappropriatestaffaretrainedonandadheretotherequirementsofthe
Administrative Plan, theACOP,andprocedures for CHA properties.

MonitorthevariouselementsoftheACOPandproceduresonaregularbasistoidentifyareasof
improvement, efficiencies and changing regulations.

Leadeffortstoidentify,revise,andclarifyCHAhousingpoliciesandproceduresasneeded.

Managespecialprojectsandparticipateincross-functionalteamsrelatedtohousingpolicyand
procedures on behalf of Property and Asset Management.

Establishandmaintaintimelyandopencommunicationswithresidents,staff,propertymanagers,
contractors, and community stakeholders.
- Performsallotherdutiesandprojectsas assigned.QUALIFICATIONSThis
position requires a Master's degree in public policy, urban
planning, business administration, public
administration,orarelatedfield,andatleast3yearsinpublicsectoradministrationexperience,withat
least 2 years of supervisory or project management experience. The
candidate must possess strong leadership skills, policy experience
and/or demonstrate ability to provide strategic direction, ability
to
balancetheneedtomeetthedetailsoftherequirementswhilefulfillingthebroaderorganizationalvision
andgoals;mustbedetail-orientedandabletomanagemultipleprojects;mustbecustomerservicedriven
and have strong interpersonal skills with the ability to make
presentations for a variety of audiences. May be required to travel
to various sites throughout the City of Chicago.BENEFITS
